The old mill town sits at the bottom of a steep granite valley, and it flooded catastrophically in 2016 and again in 2018, with an earlier disaster in 2011. People died in those floods. Main Street businesses got gutted twice in two years.<\/p>\n<p>So how do you fix a town that works like a funnel? Howard County&#8217;s answer is to give the water its own road out: a tunnel about a mile long, carved through solid granite roughly 150 feet below the town, running from the West End straight down to the Patapsco River. And the machine that&#8217;s supposed to dig it isn&#8217;t some shiny new build. It&#8217;s a tunnel borer from 1991 that has already cut more than 11 miles of rock on other jobs, rebuilt and shipped in for one more run.<\/p>\n<h2>So what exactly is Rocky?<\/h2>\n<p>Officially, it&#8217;s a Robbins Main Beam TBM with a cutting diameter of 18.4 feet. Unofficially, it&#8217;s Rocky, because Howard County let the public pick the name and <a href=\"https:\/\/www.howardcountymd.gov\/News062424\" target=\"_blank\" rel=\"noopener nofollow\">nearly 800 people voted<\/a>. Rocky beat out Granite Grinder, Hudson, Granite, Ellicott Drills and Ellicott Excavator, and frankly the voters got that one right.<\/p>\n<p>If you&#8217;re not familiar with main beam machines, the short version is a rotating steel face covered in disc cutters that gets pressed against the rock hard enough to crack it, while grippers brace against the tunnel walls and shove the whole thing forward. In hard rock like granite, you don&#8217;t need to install concrete rings behind you as you go, which is a big part of why this style of machine can stay in service for decades.<\/p>\n<p>And this one has. <a href=\"https:\/\/www.robbinstbm.com\/ellicott-factory-acceptance\/\" target=\"_blank\" rel=\"noopener nofollow\">Robbins says<\/a> the machine was originally built in 1991 and has bored tunnels totaling more than 11 miles since then. The manufacturer and contractor Kiewit spent about a year rebuilding it at the Robbins plant in Solon, Ohio, and it passed its factory acceptance test in late 2025. We&#8217;ve covered machines with stranger career arcs, like the <a href=\"https:\/\/www.autonocion.com\/us\/borer-eleven-years-parked-arizona\/\">borer that sat parked in Arizona for eleven years<\/a> or the <a href=\"https:\/\/www.autonocion.com\/us\/two-boring-machines-sydney-metro\/\">two machines digging Sydney&#8217;s metro<\/a>, but a 35-year-old unit getting a full rebuild for a marquee public project is still a pretty strong endorsement of the basic design.<\/p>\n<h2>Steel skeletons don&#8217;t wear out<\/h2>\n<p>Why rebuild a machine from 1991 instead of ordering a new one? Because the expensive part of a hard rock borer is essentially a giant steel frame, and steel frames don&#8217;t really wear out. The parts that do (cutters, motors, seals, bearings, electronics) get swapped during a rebuild anyway, so you end up with what amounts to a new machine wrapped around a proven skeleton, typically for less money and a shorter wait than a fresh build. It&#8217;s arguably the best recycling program in heavy industry, and almost nobody outside of tunneling ever hears about it.<\/p>\n<h2>The tunnel is a mile of granite, 150 feet down<\/h2>\n<p>The Ellicott City North Tunnel is the centerpiece of the county&#8217;s Safe and Sound flood plan and the largest public works project in Howard County history. Per <a href=\"https:\/\/www.traylor.com\/projects\/ellicott-city-north-tunnel\/\" target=\"_blank\" rel=\"noopener nofollow\">Traylor<\/a>, half of the Kiewit-Traylor joint venture building it, the full alignment runs about 5,800 feet through bedrock, starting near the 8800 block of Frederick Road and dumping into the Patapsco River. Rocky&#8217;s share of that is a 0.9-mile bored section through granite.<\/p>\n<p>You may have noticed three different diameters floating around this story: 18.4 feet, 18 feet and 15 feet. They&#8217;re all correct. The cutterhead bores an 18.4-foot hole, the county describes the tunnel as 18 feet, and the finished, lined interior comes out at 15 feet, per Traylor. A bored tunnel always ends up narrower once it&#8217;s finished, the same way a framed and drywalled room ends up smaller than the foundation plan suggests.<\/p>\n<p>Once it&#8217;s finished, the tunnel is designed to move 26,000 gallons of water every second. An Olympic swimming pool holds about 660,000 gallons, so at full flow this thing would fill one in roughly 25 seconds. Two of the three underground chambers were done as of the same update. The machine itself arrived from Ohio in the spring. On April 27, 2026, County Executive Calvin Ball stood 150 feet down in front of Rocky&#8217;s cutterhead and announced that mining would begin in the summer, <a href=\"https:\/\/www.thebanner.com\/community\/climate-environment\/ellicott-city-flooding-mitigation-tunnel-PJLZEGRBDJCBPIXIVRHOLNMDNQ\/\" target=\"_blank\" rel=\"noopener nofollow\">The Baltimore Banner reported<\/a>. County officials say that when Rocky is running, people at street level will feel about what they&#8217;d feel when a heavy truck rolls past.<\/p>\n<p>So did the boring actually start?<\/p>\n<p>I can&#8217;t tell you. As of this writing, I can&#8217;t find a published start date for the mining itself, or any progress figures from the county or the contractors. Tunnel jobs tend to go quiet between the launch ceremony and the breakthrough ceremony, so I wouldn&#8217;t read too much into the silence.<\/p>\n<h2>The bill has grown, as you&#8217;d expect<\/h2>\n<p>The Safe and Sound program was initially estimated at $140 million with a 2025 finish, per The Baltimore Sun, and the county has since secured $350 million for the full plan through loans, grants and local money. Underground work has a habit of doing this everywhere, and a granite hillside covered in historic buildings is about as unforgiving a place to dig as you&#8217;ll find in America.<\/p>\n<p>Howard County&#8217;s official target is substantial completion in the fall of 2027, and Ball put the finish at December 2027 when he spoke in April.
