In western Kentucky a good chunk of it comes out of four generators that were bolted into Barkley Dam in 1966 and were expected to last about 30 years.<\/p>\n<p>They&#8217;re 60 now. One of the four has been in pieces on the powerhouse floor since 2022, and the two parts going back into the hole weigh more than 500,000 pounds each.<\/p>\n<p>That&#8217;s where the first unit at Barkley Power Plant stands, in Grand Rivers, Kentucky, according to the last detailed status report the Army Corps of Engineers published on the job. The Corps&#8217; Nashville District said the unit was fully disassembled and close to going back together with a new turbine runner and a rewound generator rotor, <a href=\"https:\/\/www.army.mil\/article\/289109\/cumberland_river_hydropower_rehabilitation_project_moves_toward_key_milestones\" target=\"_blank\" rel=\"noopener nofollow\">components it put<\/a> at &#8220;upwards of 500,000 pounds&#8221; apiece. Completion of that unit was scheduled for September 2026.<\/p>\n<p>Which is this month.<\/p>\n<p>So is it finished? I can&#8217;t tell you. The Corps&#8217; most recent public word on Barkley came on August 24, when Section 212 program manager Chris Stoltz put the plant and its sister station on the Cumberland &#8220;in the thick of major replacements&#8221; in the district&#8217;s <a href=\"https:\/\/www.army.mil\/article\/294826\/hydro_works_nashville_district_powering_the_regions_grid\" target=\"_blank\" rel=\"noopener nofollow\">National Hydropower Day update<\/a>. No date attached. Federal rebuilds this size usually get announced the week the unit goes back on the grid and not a day sooner, which is fair enough, though it&#8217;s left the rest of us working off a schedule from last November.<\/p>\n<h2>So what&#8217;s actually going back into the hole?<\/h2>\n<p>Two things, and only one of them&#8217;s new.<\/p>\n<p>The turbine runner is the part down in the water. On a Kaplan machine it looks like an enormous boat propeller lying flat on a vertical shaft, and the river shoves past its blades on the way downstream. That one&#8217;s brand new, cast and machined for the job.<\/p>\n<p>The generator rotor is the part up in the dry. It&#8217;s the spinning electromagnet the runner turns, and rewinding it means stripping the old copper off the iron and winding new copper on, so you end up with the original frame and fresh wiring inside it. The Corps has had Barkley&#8217;s rebuilt instead of replaced.<\/p>\n<p>Both come in at about the same weight, which seems backwards until you look at the dam. The water doesn&#8217;t drop far at a plant like Barkley, so the runner has to be huge to get anything useful out of a fairly gentle push. A station with a mountain reservoir behind it does the same work with a much smaller machine.<\/p>\n<h2>The plant&#8217;s crane has made this lift before<\/h2>\n<p>Barkley&#8217;s had a rotor out on the floor once already, and that time nobody planned it. On December 19, 2010, a phase-to-ground fault started a <a href=\"https:\/\/www.autonocion.com\/us\/142-megawatt-hydro-station-burned-frame-2-megawatts\/\" target=\"_blank\" rel=\"noopener\">fire in the powerhouse<\/a> that wrecked the stator windings on Unit 1. Repairs ran $11.5 million and dragged on until November 18, 2013, when the unit went back on line. National Electric Coil of Columbus, Ohio pulled 23 field poles off that rotor, hauled them to Ohio, refurbished them and put them back in. The machine in pieces today is a different one, and the Corps identified it as Unit 4 back in 2023.<\/p>\n<p>The lift itself is what I&#8217;d hold onto here. On August 16, 2012, crews picked a rotor assembly weighing 270 tons off Unit 1 and set it on a pedestal, and Steve Miller, the plant&#8217;s power project manager at the time, said the load came close to the crane&#8217;s 275-ton capacity.<\/p>\n<p>Run the numbers on the current job and the parts are lighter, at 250 tons or a little more each. Not by much, though. Everything in that building moves under one bridge crane, and the Corps has been replacing powerhouse cranes across the district as part of this same program, so I&#8217;d assume Barkley&#8217;s has had some attention by now. I can&#8217;t find a published record saying it&#8217;s been swapped out.<\/p>\n<p>There&#8217;s a second problem with hauling a rotor around a working powerhouse, and a Corps operator laid it out plainly in 2023. Heath Dunigan, who works 12-hour shifts in Barkley&#8217;s control room, told the <a href=\"https:\/\/www.dvidshub.net\/news\/458091\/barkley-power-plant-charged-safely-generate-hydroelectricity-during-rehabilitation\" target=\"_blank\" rel=\"noopener nofollow\">district&#8217;s own newsroom<\/a> that when the contractor moves a rotor to the erection bay it passes over the other units, and the crew has to get the others ready &#8220;so that if the rotor was to fall it wouldn&#8217;t disrupt power.&#8221;<\/p>\n<p>So that&#8217;s a quarter of a million pounds of electromagnet traveling over three machines that are generating while it goes by, with a plan in place for keeping the lights on if it ever comes down. I find that a lot more interesting than the budget line.<\/p>\n<h2>Barkley only runs when the region needs it<\/h2>\n<p>A 60-year-old plant is worth this much trouble for a reason, and it isn&#8217;t the amount of power it makes. Barkley&#8217;s a peaking plant, so it doesn&#8217;t grind away at full output all day. It waits, and when demand jumps the operators bring units up. Senior mechanic Kevin Reuter told the Corps in 2023 that the plant can put a unit on the grid in 10 to 15 minutes. A nuclear station can&#8217;t do anything close to that, which is part of why a dam from 1966 is worth rebuilding while <a href=\"https:\/\/www.autonocion.com\/us\/615-megawatt-reactor-no-cooling-towers-iowa\/\" target=\"_blank\" rel=\"noopener\">a shut-down reactor in Iowa<\/a> needs up to $1.9 billion and three more years to come back.<\/p>\n<p>In a normal year Barkley makes enough electricity for more than 30,000 homes. Its four original units are rated at 32.5 megawatts each, which puts the plant at 130 megawatts, and the Corps says the rehab lifts each machine by roughly 40 percent.<\/p>\n<p>Andritz won the contract in September 2020 and <a href=\"https:\/\/www.andritz.com\/newsroom-en\/hydro\/2020-11-10-barkley-group\" target=\"_blank\" rel=\"noopener nofollow\">described its scope<\/a> as four Kaplan turbine generator units rated 46.5 MW apiece, on a deal worth about 65 million euros. Four of those turns a 130-megawatt plant into a 186-megawatt one, on the same dam, with the same river running through it.<\/p>\n<p>The order of work makes more sense than you&#8217;d think from outside, too. The Corps swapped Barkley&#8217;s two switchyard transformers first, back in 2021, because they&#8217;d been sitting there since 1971 and couldn&#8217;t have carried the uprated output. The contractor original date was September 2023.<\/div>\n<\/div>\n<\/div>\n<h2>The dates on this job have moved before<\/h2>\n<p>Andritz expected to commission the first unit in September 2023 when it announced the contract. Work didn&#8217;t start on site until August 2022, and by late 2023 the Corps was telling visitors the whole plant would be wrapped up in 2028 or 2029. The published figure for finishing all four units is now 2030.<\/p>\n<p>None of that&#8217;s a scandal, and frankly I&#8217;d be more suspicious of a seven-year powerhouse rebuild that landed on its original date. Three units have to keep selling power while the fourth is apart, so the crew can&#8217;t ever open two at once, and the money for the work comes out of what those three units earn. The <a href=\"https:\/\/www.autonocion.com\/us\/seven-blade-runner-replaces-five-1957\/\" target=\"_blank\" rel=\"noopener\">sister job upstream at Old Hickory<\/a> is running on the same arrangement with the same contractor, and it&#8217;s behind its own original date too.<\/p>\n<p>Center Hill, in Tennessee, is the only plant in the program that&#8217;s been all the way through this. Its three turbine generators were finished in August 2021 and they&#8217;ve been running on new machines ever since.
