Drop to 60 feet on a single tank and you get maybe an hour of useful bottom time before nitrogen loading forces you back to the surface, and a good chunk of that hour is spent swimming to the thing you actually came to look at.<\/p>\n<p>Coral researchers have been stuck with that arithmetic for decades. It&#8217;s why so much reef science ends up being a stack of one-hour snapshots, assembled afterward and hoped into a story.<\/p>\n<p>There&#8217;s now a 35-foot steel tube sitting on a sand patch 56 feet below the surface off the Florida Keys that deletes the clock. It went down on June 30. Three weeks later, on July 21, the state of Florida put $935,000 behind filling it with scientists.<\/p>\n<p>The part almost nobody has picked up: the first hard deadline in that program lands on <strong>August 14<\/strong>. Any Florida research team that wants five days inside the thing has to file a mandatory letter of intent by then, and the calendar isn&#8217;t generous about it.<\/p>\n<h2>There are bunk beds, a shower and a hole in the floor<\/h2>\n<p>The habitat is called Vanguard, and it was built by DEEP, a British ocean engineering outfit founded in 2021 whose campus is a flooded quarry on the Wales\u2013England border near Chepstow. The company shipped its pilot habitat to Florida rather than sinking it in the quarry, because customers wanted open ocean.<\/p>\n<p>The livable section measures 35 feet long by 8 feet wide, or 10.7 by 2.5 meters. Pressure changes on the way up can wreck the cell chemistry you were trying to measure, so a bench at depth isn&#8217;t a luxury item.<\/p>\n<p>Bolted to one end is the dive center, which keeps the wet gear away from the bunks and holds the moon pool. That is the hole in the floor. Open the hatch, drop through, and you&#8217;re on the reef.<\/p>\n<p>The whole assembly bolts to a foundation baseplate driven into the seabed, and a tethered buoy on the surface feeds it compressed air, power and a live data link. DEEP is administering it and has published <a href=\"https:\/\/www.deep.com\/uhptap\" target=\"_blank\" rel=\"noopener nofollow\">the full request for proposals<\/a> with the numbers laid out.<\/p>\n<p>Six awards are anticipated. Each winning team gets habitat time plus a direct research sub-award of up to $50,000, on a cost-reimbursement basis, with overhead capped at 10% of the subcontract value.<\/p>\n<p>DEEP is putting in another $1.5 million in kind, which takes the total program value to $2.435 million. The state money is the part with strings and deadlines on it.<\/p>\n<p>Those deadlines: mandatory letter of intent by August 14, 2026. Full proposals by September 1. First mission opportunity in November 2026, with the awarded missions running through June 2027.<\/p>\n<p>Eligibility is narrow on purpose. Florida public and private universities, colleges and accredited research institutions only, the lead applicant has to be a Florida institution, and the principal investigator needs a qualifying appointment there. Missions run November 2026 to June 2027.<\/div>\n<\/div>\n<\/div>\n<h2>Saturation is the entire point of the exercise<\/h2>\n<p>Live at depth long enough and your tissues stop absorbing inert gas because they&#8217;re already full. That is saturation, and once you hit it, the decompression penalty stops growing. A five-day stay costs you the same single decompression as a one-day stay.<\/p>\n<p>Which flips the economics of working underwater. DEEP&#8217;s own figure is bottom times close to ten times what surface-based no-decompression diving allows, because aquanauts drop through the moon pool, work, and come back inside without ever paying the surface tax.<\/p>\n<p>Dawn Kernagis, DEEP&#8217;s director of scientific research, framed the difference to <a href=\"https:\/\/www.wusf.org\/environment\/2026-07-25\/take-a-look-at-this-new-private-undersea-habitat-in-the-florida-keys\" target=\"_blank\" rel=\"noopener nofollow\">WLRN reporter Alex Harris<\/a> in terms of observation rather than hours: instead of an hour-long snapshot of a reef, you get a continuous read across a full 24-hour cycle. Reefs behave differently at 3am than they do at noon, and an hour of daylight diving never showed you that.<\/p>\n<p>Kernagis isn&#8217;t theorizing. She spent eight days saturated at the Aquarius habitat on a NASA mission in 2016, studying the molecular changes that come with living under pressure.<\/p>\n<p>That NASA connection isn&#8217;t incidental either. Two of the four astronauts who flew around the Moon on <a href=\"https:\/\/www.nasa.gov\/news-release\/nasa-welcomes-record-setting-artemis-ii-moonfarers-back-to-earth\/\" target=\"_blank\" rel=\"noopener nofollow\">Artemis II this April<\/a>, commander Reid Wiseman and Canadian mission specialist Jeremy Hansen, had earlier done tours as aquanauts in the Keys. Confinement, delayed comms and a hostile environment outside the hatch translate reasonably well from seawater to vacuum.<\/p>\n<h2>The Keys now have two habitats, and the state is funding both<\/h2>\n<p>Vanguard isn&#8217;t the only occupied structure on the Florida seafloor, and the &#8220;first in 40 years&#8221; line needs the qualifier that DEEP itself uses. The company&#8217;s claim is the first open-ocean subsea human habitat <em>built, tested and deployed<\/em> in the United States in 40 years, which is precise and survives scrutiny.<\/p>\n<p>Aquarius Reef Base is still down there and still working. It was constructed in 1986, first deployed off St. Croix, then sunk in the Keys near Key Largo in 1993 under NOAA, and handed to Florida International University in 2013. It sits at 62 feet and sleeps six.<\/p>\n<p>It&#8217;s also 40 years old, and the wear shows. FIU&#8217;s program landed $5 million from the state this year to install new life support buoys, with additional private money going toward habitat upgrades, according to Michael Heithaus, executive dean of FIU&#8217;s college of arts, sciences and education, speaking to WLRN.<\/p>\n<p>Add that to the $935,000 for Vanguard missions and Florida is now underwriting two separate undersea research platforms in the same sanctuary. For a category of infrastructure that federal budgets abandoned in the 1980s after a run of fatal accidents and unsustainable operating costs, that is a genuine reversal.<\/p>\n<h2>Half the research money is aimed at robots and the people supervising them<\/h2>\n<p>The RFP names two priority areas, and only one of them is what you&#8217;d expect.<\/p>\n<p>The first is reef restoration and monitoring. Coral work, long-duration ecological surveys, water quality, biodiversity assessment. Straightforward, and the reason a habitat sitting inside a conservation area makes sense.<\/p>\n<p>The second is human\u2013machine collaboration: robotics, ROVs, sensors, communications and teaming concepts run by operators who are living at depth rather than sitting on a boat. DEEP is explicitly soliciting research into what changes when the human supervising an underwater robot is on the same side of the surface as the robot.<\/p>\n<p>That question has been building for a while. Saab&#8217;s Sabertooth already <a href=\"https:\/\/www.autonocion.com\/us\/saab-sabertooth-underwater-drone\/\">lives permanently on the seabed at Johan Sverdrup<\/a>, docking at a subsea garage and going back to work without a ship overhead. Anduril has been demonstrating <a href=\"https:\/\/www.autonocion.com\/us\/american-seabed-drone-navy\/\">untethered seafloor sensor nodes<\/a> that push contacts to a Navy screen in seconds.<\/p>\n<p>The machines got resident status on the seabed first. The people are catching up, and Florida has decided to spend money finding out what happens when both are down there at once.<\/p>\n<h2>Nobody has been cleared to sleep in it yet<\/h2>\n<p>Vanguard is installed. It is not yet certified to host anyone.<\/p>\n<p>DEEP moved into sea acceptance testing and commissioning immediately after the June 30 installation, the last steps before classification by DNV. Vanguard is on track to be the first subsea human habitat ever classed under the DNV ruleset, which is a first worth having and also a process that doesn&#8217;t accelerate on request.<\/p>\n<p>Habitat support crew training comes after that. Only then do the first research missions run.<\/p>\n<p>The timeline has already slipped once. DEEP&#8217;s own <a href=\"https:\/\/www.deep.com\/article\/florida-keys-selected-for-vanguard-subsea-habitat-deployment\" target=\"_blank\" rel=\"noopener nofollow\">site-selection announcement<\/a> in March put installation at the end of May, weather permitting; other trade coverage from the same week had it at the end of April. It went down on June 30.<\/p>\n<p>There is also a spec gap worth flagging. DEEP describes Vanguard as designed for medium-duration missions of seven days or more, while <a href=\"https:\/\/www.deep.com\/article\/vanguard-installed-at-tennessee-reef\" target=\"_blank\" rel=\"noopener nofollow\">the deployment release<\/a> and the funded RFP both put actual missions at five days. Five is the number teams should be writing proposals around.<\/p>\n<p>So the awkward arithmetic is this: Florida researchers have one week to commit, in writing, to a habitat that has not yet been cleared to take a single human being.
