Data center deals, restarted plants, experimental units racing to go critical in the desert, utilities signing power agreements for machines that exist as renderings. What almost none of those announcements mention is where the fuel comes from.<\/p>\n<p>For the newest reactor designs, the honest answer has been nowhere. No commercial American plant makes it.<\/p>\n<p>That is the part now changing in Oak Ridge, Tennessee, and it is running ahead of the reactors themselves.<\/p>\n<p>On August 4, TRISO-X, the fuel subsidiary of X-energy, <a href=\"https:\/\/www.globenewswire.com\/news-release\/2026\/08\/04\/3338143\/0\/en\/TRISO-X-Announces-70-Acre-Expansion-of-Oak-Ridge-Nuclear-Fuel-Campus.html\" target=\"_blank\" rel=\"noopener nofollow\">announced it had bought roughly 70 more acres<\/a> of land next to a fuel factory that has not opened yet. The purchase came in two tracts, pushing the company&#8217;s footprint at the Horizon Center Industrial Park from about 125 acres to more than 180.<\/p>\n<p>The plant those acres surround is designed to turn out 700,000 uranium pebbles a year. And it holds a license that no company in this country had obtained in roughly half a century.<\/p>\n<h2>Buying land for a factory that hasn&#8217;t finished being built<\/h2>\n<p>The deal was announced at a meeting of the Oak Ridge Industrial Development Board, which is about as unglamorous a venue as a nuclear milestone ever gets.<\/p>\n<p>The land itself is not earmarked for a specific building. TRISO-X says it covers utility corridors, equipment staging, fuel storage and long-term expansion room. Joel Duling, President of TRISO-X, said in the announcement that the purchase &#8220;allows us to better plan for long-term development.&#8221;<\/p>\n<p>What sits on the campus now is TX-1, the first commercial fuel plant. Two more are planned: TX-2, a second commercial facility, and TX-L, a research center.<\/p>\n<p>Three weeks before the land deal, on July 15, the company picked up an <a href=\"https:\/\/x-energy.com\/news\/triso-x-awarded-tennessee-grant-to-support-expansion-of-nuclear-fuel-campus\/\" target=\"_blank\" rel=\"noopener nofollow\">$11 million economic development grant<\/a> from Tennessee&#8217;s Nuclear Energy Supply Chain Investment Fund, a pot of money Governor Bill Lee set up in 2023. Lee&#8217;s office tied the award to more than 1,000 eventual job openings across Roane and Anderson counties.<\/p>\n<p>So the sequence over three weeks reads: state money, then land, then a plant still under construction. The buildings are chasing the commitments.<\/p>\n<h2>A pebble is not a fuel rod<\/h2>\n<p>The product here is genuinely different from what runs in the 90-odd reactors currently on the American grid.<\/p>\n<p>A conventional plant burns uranium pellets stacked inside long metal tubes. TRISO-X makes spheres roughly the size of a billiard ball. Each one, according to the <a href=\"https:\/\/www.energy.gov\/ne\/articles\/triso-x-receives-nrc-special-nuclear-material-license-advanced-fuel-fabrication\" target=\"_blank\" rel=\"noopener nofollow\">Department of Energy&#8217;s Office of Nuclear Energy<\/a>, holds more than 18,000 individual TRISO particles, and each of those particles is about the size of a poppy seed.<\/p>\n<p>Every particle is its own sealed container. A kernel of uranium, carbon and oxygen sits at the center, wrapped in layers of carbon and silicon carbide ceramic that hold fission products inside even when things go badly wrong.<\/p>\n<p>That last claim has real furnace data behind it, and it is worth being precise about what the data actually says.<\/p>\n<p>Under the Energy Department&#8217;s Advanced Gas Reactor program, irradiated TRISO fuel was baked at 1,600 and 1,800 degrees Celsius, about 2,900 and 3,270 degrees Fahrenheit, for roughly 300 hours at a stretch. The particles kept hold of nearly all their fission products. It runs until 2066.<\/p>\n<p>Two things make that unusual. It is the first Category II fuel fabrication license the agency has ever issued, and it is the first new fuel fabrication license of any kind in approximately 50 years. The application went in back in 2022, and approval landed three months ahead of the company&#8217;s own schedule.<\/p>\n<p>The license lets TRISO-X work with high-assay low-enriched uranium, or HALEU, which is enriched above 5% and below 20% U-235. Most advanced reactor designs want it, and until recently the only reliable commercial supplier sat in Russia.<\/p>\n<p>That is the whole reason this corner of the industry gets federal attention. We looked at the other half of the problem earlier this summer, when <a href=\"https:\/\/www.autonocion.com\/us\/america-ohio-reactor-fuel\/\" target=\"_blank\" rel=\"noopener\">sixteen centrifuges in a single Ohio hall<\/a> won the right to sell the only advanced reactor fuel America currently makes.<\/p>\n<p>Enrichment and fabrication are different jobs. Centrus makes the material. TRISO-X turns it into something a reactor can actually swallow. Neither is much use without the other, and until this year the country had neither at commercial scale.<\/p>\n<p>Building construction on TX-1 began in November 2025. The core and shell alone carry a $48.2 million contract with Clark Construction Group. When it is finished, the Energy Department expects the plant to employ around 500 people and start making fuel in early 2028.<\/p>\n<h2>The graphite comes from a valley in the French Alps<\/h2>\n<p>Here is the part that undercuts the domestic supply chain story, and X-energy announced it themselves the day before the land deal.<\/p>\n<p>On August 3 the company signed a <a href=\"https:\/\/www.globenewswire.com\/news-release\/2026\/08\/03\/3337378\/0\/en\/X-energy-SGL-Carbon-Announce-Capacity-Expansion-for-Nuclear-Grade-Graphite.html\" target=\"_blank\" rel=\"noopener nofollow\">binding agreement with SGL Carbon<\/a> to double production of a graphite called NBG-18. X-energy will put up to $8 million into milestone payments for new equipment at SGL&#8217;s plant in Chedde, France. The upgrade is meant to yield enough graphite billets for eight new Xe-100 reactors a year, and would double European capacity for the material by 2030.<\/p>\n<p>NBG-18 is not what the pebbles are made of. It is the reactor&#8217;s own structure, working as a neutron moderator and as the physical core the pebbles tumble through. It was originally developed for South Africa&#8217;s Pebble Bed Modular Reactor program and later the Energy Department&#8217;s Next Generation Nuclear Plant project.<\/p>\n<p>Billets already produced in France have been shipped to SGL facilities in the United States for machining into blocks. So the fuel will be American and the thing it flows through starts out in the Alps.<\/p>\n<p>X-energy CEO J. Clay Sell was fairly direct about why the deal exists, saying commercializing nuclear at scale &#8220;rests first and foremost&#8221; on expanding the supply chain. That is a problem the industry keeps rediscovering. The world&#8217;s giant reactor pressure vessels still funnel through <a href=\"https:\/\/www.autonocion.com\/us\/japanese-press-reactor-vessels\/\" target=\"_blank\" rel=\"noopener\">a single Japanese forging line in Muroran<\/a>, and America let its own heavy forging capacity decay decades ago.<\/p>\n<h2>The reactors it was built to feed don&#8217;t have a permit yet<\/h2>\n<p>TX-1&#8217;s anchor customer is Dow. Four Xe-100 reactors, 320 megawatts of electricity and 800 megawatts of heat, planned for Dow&#8217;s Seadrift chemical site on the Texas Gulf Coast under a subsidiary called Long Mott Energy.<\/p>\n<p>That project does not have permission to break ground.<\/p>\n<p>Dow filed its construction permit application in March 2025. The NRC docketed it that May and finished the environmental side on May 18 of this year with a finding of no significant impact. The safety evaluation is still open, with the agency&#8217;s dashboard pointing at November 2026 for completion, after which a construction permit decision becomes possible.<\/p>\n<p>Even that would only authorize building. Operating the reactors requires a separate license application that has not been filed.<\/p>\n<p>Which leaves a genuinely odd scoreboard. The fuel plant is licensed for 40 years, has steel in the air and a delivery date. The reactors it exists to supply are still working through a federal safety review. America spent years arguing about whether anyone would build the reactors, and the factory that makes their food got there first.<\/p>\n<p>None of this is finished. The pebble still has to pass its qualification campaign in Idaho. The Dow permit still has to clear November. TX-2 and TX-L are drawings on a campus map, which is exactly what the extra 70 acres are there to hold.<\/p>\n<p>But the piece of this puzzle everyone assumed would be last, a working American source of advanced reactor fuel, is now the piece furthest along.<\/p>\n<p>It fits the shape of the rest of the American fuel picture, which has gotten genuinely strange. The government is currently trying to hand <a href=\"https:\/\/www.autonocion.com\/us\/us-reactor-fuel-vs-chinese-fujian\/\" target=\"_blank\" rel=\"noopener\">surplus weapons plutonium to reactor companies<\/a> because it has too much of the material nobody wants to use.
